Director of Capital Outlay
General Statement of Duties The Director of Capital Outlay is the senior leader responsible for the Division's capital planning, construction, and long-range facility investment program. The position provides strategic leadership for the ten-year Capital Improvement Program (CIP), capital budget development and administration, new construction, renovations, major capital improvements, architectural and engineering plan review, land acquisition, and related facility planning activities. The Director ensures that capital investments are strategically aligned with enrollment projections, educational program needs, facility conditions, operational priorities, regulatory requirements, and the Division's long-range goals. The position works closely with the Director of Facilities Operations and Maintenance and other Operations leaders to integrate facility condition information, preventive maintenance priorities, lifecycle considerations, and operational needs into capital planning and investment decisions. The Director serves as a senior representative of the Division on capital facilities matters and works collaboratively with the Superintendent, School Board, county and state agencies, architects, engineers, contractors, consultants, and other internal and external stakeholders. The position provides analysis, recommendations, executive briefings, and presentations to support sound capital investment decisions, effective project delivery, and responsible stewardship of public resources. Essential Duties • Provide strategic leadership and oversight for capital planning, construction, major renovations, and long-range facility investment functions. • Develop, administer, maintain, and periodically update the Division's ten-year Capital Improvement Program (CIP) and long-range facility investment plan. • Lead development and administration of the annual Capital Improvement Program budget, including capital budget transfers, project funding, and related financial planning. • Assess and prioritize capital needs using enrollment projections, educational program requirements, facility condition information, operational needs, project priorities, and other relevant data. • Oversee land acquisition, site planning, new construction, renovations, and major capital improvement projects from planning and project development through design, construction, commissioning, and closeout. • Provide oversight of architectural and engineering services and review preliminary plans, working drawings, specifications, and related project documents for technical adequacy, code compliance, constructability, and alignment with Division requirements. • Oversee construction-related requests for proposals, procurement activities, architectural and engineering agreements, contractor relationships, and contract administration and enforcement in accordance with applicable requirements. • Monitor the scope, schedule, budget, quality, risks, and progress of capital projects and ensure that significant issues, changes, and potential impacts are communicated to appropriate leadership. • Coordinate with Facilities Operations and Maintenance to ensure facility condition assessments, preventive maintenance priorities, lifecycle considerations, and operational needs inform capital planning decisions. • Serve as a primary Division liaison with federal, state, and local government agencies and public bodies regarding school construction, capital facilities, land use, planning, zoning, permitting, and related matters. • Coordinate with county agencies, including the Board of Supervisors, Planning Commission, County Manager's Office, and other appropriate governmental entities, as well as the Virginia Department of Education and other state agencies. • Prepare and present capital planning, construction, facility investment, budget, and project information to the Superintendent, School Board, and other leadership groups as appropriate. • Provide analysis, recommendations, and executive briefings regarding capital priorities, project alternatives, funding needs, risks, schedules, and other matters requiring leadership consideration. • Establish and maintain effective systems for capital project reporting, documentation, financial monitoring, project status tracking, and executive-level communication. • Ensure capital planning and construction activities comply with applicable laws, regulations, building codes, procurement requirements, School Board policies, Division procedures, and safety standards. • Collaborate with school administrators, central office departments, Operations leaders, and other stakeholders to minimize disruption to school operations and address project-related needs throughout planning and construction. • Support community and stakeholder engagement related to major capital projects and facility investments, including communication of project scope, anticipated impacts, timelines, and progress. • Lead, supervise, coach, mentor, and develop assigned staff; establish performance expectations; support professional development and succession planning; and promote accountability, collaboration, and continuous improvement. • Build and maintain effective professional relationships with architects, engineers, contractors, consultants, governmental agencies, and other partners involved in capital planning and construction. • Identify opportunities to improve capital planning, project delivery, reporting, processes, and long-range facility investment practices. • Represent the Department of Facilities and/or Operations on Division committees, cross-functional workgroups, and community or governmental groups as assigned. • Perform other duties and responsibilities within the scope of the position as assigned by the Chief of Operations. • Regular attendance is required. Minimum Requirements MINIMUM QUALIFICATIONS • Bachelor's degree from an accredited institution in Architecture, Civil or Construction Engineering, Construction Management, Facilities Management, Public Administration, or a related field is required. • Combination of professional licensure, technical training, industry certifications, and progressively responsible capital planning or construction leadership experience. • Minimum of ten (10) years of progressively responsible experience in capital planning, construction, facilities development, or a closely related field, including substantial experience with complex capital projects. • Minimum of five (5) years of leadership experience supervising managers, supervisors, professional staff, or multidisciplinary planning and construction teams. • Demonstrated experience developing and administering multi-year capital improvement programs and capital budgets. • Demonstrated experience managing architectural and engineering design, procurement or bidding, construction administration, and project closeout. • Demonstrated knowledge of applicable building codes, construction practices, land-use processes, procurement requirements, and regulatory standards. • Demonstrated ability to analyze complex capital and facility information, develop recommendations, manage competing priorities, and communicate effectively with executive leadership and diverse stakeholders. PREFERRED QUALIFICATIONS • Master's degree in Architecture, Engineering, Construction Management, Facilities Management, Public Administration, Business Administration, or a related field. • Professional Engineer (PE) or Registered Architect (RA) licensure. • Certified Construction Manager (CCM) or similar professional certification. • Experience in a K-12 school division or similarly complex public-sector environment. • Experience with land acquisition, site planning, zoning, permitting, and Planning Commission processes. • Experience presenting capital planning, construction, and facility investment matters to governing boards, county boards of supervisors, or similar public bodies. • Experience implementing long-range capital planning, facility condition assessment, lifecycle planning, or asset management programs. • Experience using facility condition, enrollment, financial, and other relevant data to inform capital investment priorities. • Experience leading organizational improvement, process improvement, change management, or strategic initiatives within a complex organization. PHYSICAL REQUIREMENTS The position requires the ability to communicate effectively verbally and in writing, read, write, use standard office equipment and technology, maintain concentration and attention, perform activities within established schedules, exercise judgment and decision-making, and interact appropriately with internal and external stakeholders. The position may require travel to schools, construction sites, facilities, governmental offices, and other locations as needed to perform essential duties.
