Director of Financial and Operational Services
Position Title: Director of Financial and Operational Services Department: Administration/Business and Finance Reports To: Superintendent Status: Contracted Employee; Exempt SUMMARY: This position is responsible for directing and administering all financial and operational related services of the District. ESSENTIAL DUTIES AND RESPONSIBILITIES: Finance Prepare and administer the annual budget, in accordance with Act 1 requirements, in cooperation with the Superintendent and Board of School Directors. Prepare and submit documentation to apply for referendum exceptions, if applicable Prepare long-range budget projections including the district-wide capital funding plan Oversee annual financial reports and prepare financial forecasts as needed. Import all budget allocations into the financial accounting system Prepare personnel budget (staff salaries, wages and benefits) Supervise receipt, deposit and accounting of all revenues. Manage investment of surplus funds. Prepare and / or oversee processing of monthly bank reconciliations Supervise activities of business office staff and related functions. Oversee financial activities of the Athletic Office, including income from gate receipts and expenditures. Communicate regularly with real estate and earned income tax collectors and to ensure efficient tax collection processes and timely deposit of receipts; assist with the resolution of tax reporting and tax appeal matters. Facilitate annual financial audit with independent audit firm, prepare workpapers accordingly, assist in the preparation of audited financial statements and prepare annual Management Discussion and Analysis Coordinate and prepare documentation, as requested, for general obligation bond issues and other debt Maintain accounting records for variable debt instruments Prepare and submit reports for debt service reimbursement. Oversee accounting for all construction funds. Oversee project accounting for District grant funds Oversee preparation and revise all monthly and annual reports to the Board of School Directors (including investment listing and financial reports) Supervise District payroll and employee benefit programs, assist in implementing payroll procedures, as needed. Review and approve end-of-year Child Accounting reports as appropriate (e.g., PIMS). Oversee actuarial valuation services to comply with GASB standards. Prepare Management Discussion and Analysis report for the annual financial statements. Conduct training for school personnel on the proper procedures required for student activity funds. Approve all checks issued within District funds. Approve all budget transfer requests and prepare board agenda items and attachments as needed Maintain relevant board policies and participate in recommendations to review and revise those policies and related administrative regulations when appropriate. Serve as Board Administration liaison for various joint governance meetings Contract Negotiations / Contract Administration Serve as a key member of the district's collective bargaining teams. Assist in implementation and administration of collective bargaining agreements. Tax Collection Work cooperatively with the solicitor's office to oversee the real estate tax appeal process. Oversee preparation of interims by requests. Review records of real estate transfer tax. Maintain delinquent tax collection process. Serve as delegate to Allegheny North Tax Collection Committee � as required by the Pennsylvania Department of Economic and Community Development. Transportation Assist in the process of selecting and contracting with transportation contractors, including preparation of RFPs, proposal review and selection, and negotiation of contractual agreements, as necessary. Manage contracts with transportation contractors. Supervise activities of Transportation and Facilities Use Coordinator Oversee preparation of PDE Transportation Reports. Security Administration Administer Business Office software user security within the financial accounting system. Serve as bank liaison for all District accounts. Administer security for user access, wire transfers, account debits and credits for all District accounts. Other Contracted Services Oversee contract with Food Service Management Company. Oversee contract for District copiers and print management agreement in conjunction with the Director of Technology. Coordinate the renewal of utility agreements for District buildings. Serve as liaison for energy curtailment program in conjunction with the Director of Facilities Management. Coordinate annual renewal of property/casualty insurance and school leaders' policy for the District. Coordinate and oversee certified pool management services (i.e., contracted testing services). Coordinate and oversee day care operating agreement for before/after school & supplemental kindergarten at District facilities. Oversee and / or facilitate bid process for District trash collection and recycling agreement. Serve as liaison with external e-Rate consultants in conjunction with the Director of Technology. Assist in the negotiation and administration of other contracted services in the District. General Perform all duties in accordance with applicable local, state, federal laws and School Board Policies. Maintain knowledge of applicable laws, rules, practices and policies. Regular and timely attendance. Respectful and professional interactions with community, colleagues, co-workers and District staff. Other duties as assigned by the Superintendent. SUPERVISORY RESPONSIBILITIES Supervises and directs the activities of personnel responsible for the business office. Assists as needed in management of the contractual relationship with the bus transportation company and food service management company and in administration of Athletic department funds and other operational matters. Directs and supervises payroll and benefits services in the District. Carries out supervisory responsibilities in accordance with School District policy and all applicable local, state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; providing feedback and evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems. QUALIFICATION REQUIREMENTS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE Bachelor or Master's degree in accounting or related field, plus accounting and business management experience related to the job dimensions of this position in the areas of finance, school services and contract administration. Prior related school district business administrator experience preferred. Demonstrated skills in leadership, fiscal management, personnel supervision, conflict resolution and communication. CERTIFICATES, LICENSES, CLEARANCES Certified Public Accounting license preferred, Professional certification (e.g., Certified School Business Administrator) preferred; familiarity with Pennsylvania school business practices and governmental accounting standards and fund accounting preferred; Current child abuse, Federal and criminal record clearances required. CONFIDENTIALITY Due to the highly sensitive nature of this position and access to both personnel and financial records, the highest degree of confidentiality and ethical behavior is required at all times. LANGUAGE SKILLS Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from teachers, administrators, staff, students, parents and residents. COMPUTER SKILLS Proficient with personal computer programs, in a Windows/Office/Google environment (such as Word, Excel, PowerPoint, Google Suite); familiarity with payroll, budget and accounting software highly desirable. REASONING ABILITY Ability to solve problems and deal with a variety of variables in often stressful situations. OTHER SKILLS and ABILITIES Ability to establish and maintain effective working relationships with students, staff and the community. Ability to communicate clearly and concisely both in oral and written form. Ability to perform duties with awareness of all District requirements and Board of Education policies.
