ITINERANT/NON-PUBLIC CERTIFIED SCHOOL NURSE POSITION Department: Health Services Reports To: Health Service Supervisor and Building Administrator Term of Employment: 185 Days Salary: EEA Contract Location: Districtwide / Multiple Locations Position Summary The Itinerant/Non-Public Certified School Nurse (CSN) provides comprehensive school health services to students throughout Erie's Public Schools and assigned non-public schools and programs. The position will have regularly scheduled non-public school and program responsibilities while also serving as a flexible districtwide CSN resource. The Itinerant CSN may be reassigned based upon student medical needs, mandated health service requirements, Certified School Nurse absences, Community-Based Instruction (CBI) activities, field trips requiring nursing services, staffing needs, and other Health Services priorities. Assignment and Scheduling Expectations The Health Services Supervisor will determine the Itinerant CSN's daily and weekly assignments based upon student health and safety needs, medical acuity, enrollment and caseload, mandated health service requirements, staffing needs, scheduled student activities, travel considerations, and District priorities. Assignments may include one or multiple school or program locations during the same workday. Regular non-public school and program assignments will be established for operational purposes but may be modified when nursing services are required elsewhere. The Itinerant CSN may be reassigned to provide coverage for CSN absences, vacancies, meetings, professional development, or other staffing needs. The Itinerant CSN may be assigned to CBI activities, field trips, or other school-sponsored activities when nursing services are required. The Itinerant CSN may be assigned to complete mandated screenings, health record reviews, immunization compliance activities, or other mandated health services at District or non-public locations. Assigned schools, programs, and schedules may change during the school year and from one school year to the next based upon District and student needs. Assignment to a particular school or program does not constitute a permanent building assignment. The employee must be able to travel between assigned locations during the workday and maintain flexibility in daily work location and responsibilities. Job Responsibilities To maintain a comprehensive health record for each student, and to record and notify staff when a student has a special health problem. To evaluate immunization status of new school enterers, advise parents of needed immunizations and refer them to clinics or private physicians. To update immunization information at least every 60 days and notify parents of missing mandated immunizations. To exclude students whose immunization status is not in compliance with state mandates at school entry and after the provisional period and to readmit students when proof of immunizations has been obtained. To review immunizations for all students and notify parents at least every 60 days of missing immunizations required for school. To conduct mandated screenings, including vision, height and weight for all students; hearing screenings for required grade levels and Special Education students; scoliosis screenings for required grade levels; and follow-up of defects discovered through screenings. To assist the physician with mandated medical examinations of students and provide appropriate follow-up of identified concerns. To assist the dentist and dental clerk with mandated dental examinations and follow-up of identified concerns. To teach the dental health program for students in grade one. To exclude and readmit students with infectious and contagious diseases according to state regulations and District policy. To conduct student health screenings as indicated for communicable conditions and provide appropriate parent/guardian follow-up. To provide first aid and nursing assessment for injuries and illnesses of students and staff. To administer medications to students with appropriate provider orders and parent/guardian permission in accordance with established procedures. To perform prescribed treatments during school hours with appropriate provider orders and parent/guardian permission. To monitor therapeutic treatments and medications administered by students who are capable of self-administration. To participate in the formulation of goals, individualized health plans, emergency care plans, and other plans of care for students with special health needs. To participate with school psychologists, counselors, administrators, and other appropriate staff in planning Section 504 accommodations and ensuring appropriate care for students with medical needs. To serve as a member of the school Concussion Management Team in assessing and assisting students returning to school following a diagnosed concussion. To consult with the District's physician consultant regarding health concerns involving individual students or school health matters as appropriate. To conduct health education and serve as a health resource in cooperation with teachers, counselors, administrators, and other school personnel. To participate and provide information as needed in Student Assistance Program (SAP) activities in schools where Board-approved programs are established. To coordinate and cooperate with District programs supporting pregnant and parenting students, as applicable. To collaborate with school administration regarding health programs affecting students or staff. To instruct students, parents/guardians, and school personnel regarding health examinations, programs, procedures, and student health needs as appropriate. To utilize community resources for referral of students and families with unmet health needs. To conduct home visits when necessary and appropriate for student health purposes. To maintain required records of school nursing services and submit annual and other required reports to the Health Services Supervisor. To promote wellness and healthy behaviors among students. To teach and encourage developmentally appropriate student self-care. To attend workshops, seminars, professional development, faculty meetings, professional nursing meetings, and community meetings as required or appropriate. To promote student awareness of careers in health-related fields. Additional Itinerant CSN Responsibilities In addition to the standard responsibilities of a Certified School Nurse, the Itinerant/ Non-public CSN will: Provide Certified School Nurse services to assigned non-public schools and programs. Travel among multiple non-public, District, and program locations as assigned. Provide temporary coverage for absent Certified School Nurses and assume the necessary CSN responsibilities of the assigned location during that coverage. Provide nursing coverage for CBI activities, field trips, and other off-site student activities when nursing services are determined to be necessary. Review student medical needs and prepare necessary medications, treatments, emergency care plans, and medical supplies when assigned to CBI or field trip coverage. Provide mandated health screenings and services at designated schools and programs. Assist with Districtwide immunization compliance, screenings, health clinics, health record review, and other Health Services initiatives. Provide additional support at locations experiencing increased medical needs, staffing shortages, or other circumstances requiring Certified School Nurse services. Complete other Certified School Nurse duties and Health Services assignments as directed by the Health Services Supervisor and consistent with the employee's certification and scope of practice. Qualifications Current Licensure as a professional registered nurse in Pennsylvania Bachelor of Science in Nursing (BSN) required Evidence of one year's experience as a graduate nurse School Nurse Certificate 24 Hours beyond the Bachelor's degree is required for permanent certification Current C. P. R. Certification Additional Itinerant Position Requirements Due to the districtwide nature of this position, the Itinerant Certified School Nurse must: Be available to work at multiple District, non-public school, and program locations as assigned by the Health Services Supervisor. Be able to travel between assigned locations during the workday. Itinerant/Non-Public CSNs will submit mileage/documentation for qualifying travel between locations during the same day. Maintain flexibility in daily and weekly work assignments based upon student health needs, mandated service requirements, staffing needs, CBI and field trip coverage, and District priorities. Be able to provide Certified School Nurse services independently in a variety of school and program settings across grade levels. Be able to transition between assignments and assume the responsibilities of an absent Certified School Nurse when providing coverage. Be available to provide nursing coverage for Community-Based Instruction (CBI), field trips, and other school-sponsored activities when assigned. Demonstrate strong organizational and time-management skills necessary to manage responsibilities across multiple locations. Maintain effective communication and coordination with the Health Services Supervisor, building Certified School Nurses, administrators, non-public school personnel, families, and other appropriate staff. Essential Itinerant Position Requirement The Itinerant/Non-Public Certified School Nurse is a districtwide position requiring flexibility in work location and assignment. Regular schedules may be developed to provide consistency of services; however, specific District buildings, programs, days of the week, or non-public school assignments are not permanently attached to this position. The Health Services Supervisor will determine and may modify assignments based upon student health and safety needs, medical acuity, mandated health service requirements, Certified School Nurse absences and staffing needs, CBI and field trip coverage requirements, and other Health Services and District priorities. Regularly scheduled non-public school or program assignments may be modified when Certified School Nurse services are required elsewhere. Assignment priorities will be determined by the Health Services Supervisor based upon student safety, medical needs, mandated service requirements, availability of qualified nursing personnel, and operational needs of Health Services and the District.
