Title Code: Senior Manager: Talent Acquisition JOB SUMMARY Directs and oversees districtwide talent acquisition, recruitment, certification, and workforce planning functions to ensure the attraction, hiring, and retention of highly qualified employees. Collaborates with the Executive Director of Human Capital Management, Workforce Diversity, school and district leaders, and external partners to develop and implement strategic recruitment initiatives, workforce development strategies, and staffing solutions aligned with organizational goals. Leads recruitment marketing, career fairs, partnerships, and other outreach efforts to strengthen applicant pipelines and promote AACPS as an employer of choice. Supervises the certification and licensure functions to support regulatory compliance and workforce readiness, while utilizing data and workforce trends to inform decision-making, improve processes, and address staffing needs across the district. Annual leave may be limited during critical recruitment and staffing periods. Additional Work Days/Hours Based on the assignment, the following additional work days and/or hours may be required as needed: Ability to work flexible schedules Evenings/Nights Extended hours Outside of normal business hours Peak season Weekends ESSENTIAL DUTIES/RESPONSIBILITIES Leads certificated recruitment, hiring, certification, licensure, and workforce planning strategies to attract, hire, and retain highly qualified employees Directs talent acquisition operations, including recruitment processes, communications, marketing initiatives, and continuous process improvement. Analyzes workforce data and trends to inform staffing decisions, workforce planning, and organizational initiatives. Develops and manages assigned Human Capital Management budgets and ensures fiscal accountability for recruitment-related expenditures. Collaborates with Human Resources staff, district leaders, and external partners to implement efficient, customer-focused staffing practices and strengthen recruitment pipelines. Oversees recruitment outreach activities, including career fairs, workforce development partnerships, and other talent acquisition initiatives; evaluates effectiveness and return on investment. Advises leaders on employment practices, negotiated agreements, human resources processes, Board policies, certification, and licensure requirements. Designs and delivers professional learning, maintains compliance with applicable policies and regulations, and oversees related communications and resources. Supervises talent acquisition and certification staff; conducts research, leads special projects, and supports the Executive Director of Human Capital Management as assigned. Performs other related duties as assigned within the same classification or lower. Education Bachelor's Degree in human resources, business, management, or related field of education from a regionally accredited college or university required; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position. Experience Seven (7) years relevant recruitment experience required; and Five (5) years related management experience required; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position. Knowledge, Skills, Abilities and Other Characteristics Knowledge of Human Resources workflow processes, especially recruiting and staffing. Familiarity with and utilization of database management software systems, spreadsheet applications, data file manipulation, document preparation, and word processing applications and programs. Knowledge of and experience with Human Resources data systems preferred. Knowledge of and experience with online applicant databases. Knowledge and familiarity with Board Policy and Negotiated Agreements. Demonstrated leadership skills with prior supervisory experience preferred. Excellent project management skills and ability to successfully manage multiple tasks simultaneously. Excellent organizational, analytical, interpersonal and planning skills. Excellent oral, written, and presentation communication skills. Ability to interpret and follow written instructions and specifications, communicate and work effectively and harmoniously with supervisors, administrators, and other employees. Familiarity with college transcripts, both domestic and international, and issues related to appropriate documentation. Demonstrated excellence establishing and maintaining high customer service standards. Demonstrated ability to effectively work and communicate with diverse populations. Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred). Licenses and Certifications Employee must retain active licenses, certifications, and enrollment as a condition of employment. Hold or be eligible for Professional Recruiter Certification (PRC) issued by AIRS preferred; or Hold or be eligible for Professional in Human Resources (PHR) issued by HR Certification Institute (HRCI) preferred; or Hold or be eligible for SHRM Certified Professional (SHRM-CP) issued by Society for Human Resource Management (SHRM) preferred.
