Is it normal for a posting to stay up with no response for weeks?

Yes, unfortunately common. Many districts don't take postings down once filled or leave them open indefinitely for a talent pool, and hiring timelines vary a lot by district size and urgency. A few weeks of silence after applying isn't unusual - if you haven't heard back after 3-4 weeks, a polite follow-up email to the district's HR office is reasonable.
